Housing4All officially passed in Evanston City Council on Monday, May 11, 2026.

Evanston City Council passed Housing4All (H4A) last week, enshrining the city’s commitments to make housing affordable at all income levels. The city’s first-ever strategic housing plan, H4A establishes goals and priorities for the city’s housing policies and funding over the next decade. Despite efforts to weaken the plan, the final version promises to build more housing, support renters, and reduce displacement of Evanston’s Black and brown communities.

Connections’ Advocacy team fought hard for a strong H4A. To encourage community engagement and action, our organizing work focused on translating complex policy jargon into accessible language.  Our advocates, coalition members and allies attended numerous City Council and committee meetings, submitted written testimony, and pushed back on amendments that would have weakened enforcement of H4A. The Comprehensive Plan, which passed earlier this year, and H4A create a strong foundation for upcoming City Council conversations about zoning reform.
